Pakistan - Promoting Resilience for Khyber Pakhtunkhwa (KP) against Natural Disaster Impacts

Pakistan is severely affected by recurring natural disasters. Impacts of earthquakes, climatic change and a high population pressure associated with increased landuse exacerbate the situation. BGR projects within the German Development Cooperation aim to support the incorporation of policy guidelines and strategies on risk reduction of natural disasters into development measures for Pakistan (= Mainstreaming Disaster Risk Reduction / DRR). In this context it is necessary to be able to assess natural (here: geological) hazards and risks at different administrative levels - with a special attention to the sub-national level. This is an essential basis for a holistic and effective natural disaster management (NDM).

The National Disaster Risk Reduction Policy, 2013 frames a preventive policy, aiming at disaster risk reduction as an essential contribution to the overall social development of the country. The 'National Disaster Management Plan 2012-2022' constitutes the agenda for a long-term implementation of the policy guidelines.

A Roadmap 2014-2019 of the Provincial Disaster Management Authority (PDMA) highlighting the necessities and needs to set up a comprehensive Disaster Risk Management including preventive Disaster Risk Reduction provides the concept to align the german contribution by BGR. The following topics highlighted in the roadmap represent possible areas of cooperation between PDMA and BGR:

  • Legislation, Policy, Institutional Mandates & Institutional Development
  • Hazard, Vulnerability and Risk Assessment
  • Public Awareness, Education and Training
  • Mainstreaming DRM into Development Planning

Presenting a roadmap as an instrument of strategic management and planning, PDMA is willing to follow a plan of implementation that is transparent and can be evaluated in the future.

BMZ assigned BGR in October 2016 with a new project Promoting Resilience for KP against Natural Disaster Impacts scheduled to be implemented until October 2018. BGR will provide advice and support to our Counterpart Partner Organisation PDMA regarding technical topics (information, methodological standardization, capacity building, institutional development) as well as procedural workflow.
